If until very recent times the cases of external traffic that came to the knowledge of the judges and the Spanish authorities were rather scarce, from a time to this part have multiplied in an exponential growth. But not only have the real problems increased, but a small amount of legislation has been passed on to a very large number of provisions, not counting those waiting to be put into effect in the many projects that are under way. Well, in this situation, Professor Espinar analyzes the classical methods of the discipline and the techniques that develop them, questioning the current usefulness of many of them and, above all, the interpretation of which they have been and still are object.
